WCAG 2.1 Level AA · ADA Title II · Section 508
This website is designed to conform to the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA, which is the technical standard adopted by the U.S. Department of Justice under its April 2024 final rule implementing Title II of the Americans with Disabilities Act. As a public entity with a population under 50,000, the City of Lincoln is working to meet the DOJ compliance deadline of April 26, 2028 (extended by the April 2026 Interim Final Rule), and we treat WCAG 2.1 AA as the current standard for every page we build and publish.
What this website does for you
Accessibility toolbar
Open the toolbar (round button, lower-right corner) or press Alt + A. Adjust text size, enable high-contrast, switch to a dyslexia-friendly font, reduce motion, highlight links, add extra text spacing, or turn on a larger cursor. Your settings are remembered on this device.
Full keyboard navigation
Every menu, link, form, and button works without a mouse. A 'Skip to main content' link appears when you press Tab. Interactive elements show a visible focus ring.
Semantic structure
Pages use proper headings, landmarks (header, nav, main, footer), lists, and form labels so screen readers can navigate efficiently.
Color-independent design
Meaning is never conveyed by color alone. Text meets WCAG AA contrast on default and high-contrast modes.
Screen reader tested
Content is written and marked up for NVDA, JAWS, and VoiceOver. Icons that decorate are hidden; icons that carry meaning have accessible names.
Respects your OS settings
If your device requests reduced motion, animations are automatically minimized. Forms use autocomplete hints where appropriate.
Where we're still working
- Older PDFs and scanned documents. Some archived meeting minutes, ordinances, and forms predate our current standards and may not be fully tagged for screen readers. Under the DOJ Title II rule, archived content posted before compliance may qualify for an exception — but if you need any document in an accessible format, contact the City Clerk and we will provide it at no cost.
- Third-party services. Utility billing (Cubic), the Municipal Code (eCode360), and any embedded maps are provided by outside vendors and follow their own accessibility roadmaps. If a third-party page blocks you, call City Hall and we will complete the transaction for you.
- Social media & resident-submitted content. Posts on third-party platforms and user-submitted event descriptions may not always meet the same standard; we review and correct submissions before publishing whenever possible.
Tell us what's not working
If you find a page, document, form, or feature that is difficult to use with a screen reader, keyboard, or other assistive technology — or you need information in an alternate format (large print, plain language, audio, Braille) — please contact the City Clerk. Include the page address, what you were trying to do, and the assistive technology or browser you were using. We aim to acknowledge accessibility reports within 3 business days and to resolve or provide an alternative within 10 business days.
